Sets the validation rules for which transactions you can use on an account, and who can use them.
- Establishes the quantity of validation keys and their ordering
- Establishes the initial validation script that controls which keys have which permissions
This transaction is special in that it is signed by the account’s ownership key; once submitted on a given account, it may never be submitted again. The ChangeValidation transaction is used henceforth.
